Elaine Dowdy-Melvin has over 35 years of experience in human services. She currently provides administrative and task management support to South Carolina’s Strategic Prevention Framework Partnerships for Success grant from the US Substance Abuse 7 and Mental Health Services Administration. This five-year grant is administered by the South Carolina Department of Alcohol and Other Drug Abuse Services and aims to reduce prescription drug abuse/misuse among persons 12-25 and impaired driving among the general population in targeted counties in the state. Elaine has worked at both local and state substance abuse systems. At the state level, she has directed and supervised alcohol and tobacco and other drug prevention programming, funding, technical assistance and consultation. She served as director for the Robert Wood Johnson Foundation’s Fighting Back Project in Columbia, South Carolina. She directed the implementation of this multi-county, community – based project for six years. She has worked as an education program consultant for the SC Department of Education. She has served as a consultant/grant reviewer for numerous agencies including: the US Department of Education; the US Department of Health and Human Services; and the US Department of Justice, Office of Juvenile Prevention and Delinquency.
